(ט) גַּ֚ם וַשְׁתִּ֣י הַמַּלְכָּ֔ה עָשְׂתָ֖ה מִשְׁתֵּ֣ה נָשִׁ֑ים בֵּ֚ית הַמַּלְכ֔וּת אֲשֶׁ֖ר לַמֶּ֥לֶךְ אֲחַשְׁוֵרֽוֹשׁ׃ (ס) (י) בַּיּוֹם֙ הַשְּׁבִיעִ֔י כְּט֥וֹב לֵב־הַמֶּ֖לֶךְ בַּיָּ֑יִן אָמַ֡ר לִ֠מְהוּמָן בִּזְּתָ֨א חַרְבוֹנָ֜א בִּגְתָ֤א וַאֲבַגְתָא֙ זֵתַ֣ר וְכַרְכַּ֔ס שִׁבְעַת֙ הַסָּ֣רִיסִ֔ים הַמְשָׁ֣רְתִ֔ים אֶת־פְּנֵ֖י הַמֶּ֥לֶךְ אֲחַשְׁוֵרֽוֹשׁ׃ (יא) לְ֠הָבִיא אֶת־וַשְׁתִּ֧י הַמַּלְכָּ֛ה לִפְנֵ֥י הַמֶּ֖לֶךְ בְּכֶ֣תֶר מַלְכ֑וּת לְהַרְא֨וֹת הָֽעַמִּ֤ים וְהַשָּׂרִים֙ אֶת־יָפְיָ֔הּ כִּֽי־טוֹבַ֥ת מַרְאֶ֖ה הִֽיא׃ (יב) וַתְּמָאֵ֞ן הַמַּלְכָּ֣ה וַשְׁתִּ֗י לָבוֹא֙ בִּדְבַ֣ר הַמֶּ֔לֶךְ אֲשֶׁ֖ר בְּיַ֣ד הַסָּרִיסִ֑ים וַיִּקְצֹ֤ף הַמֶּ֙לֶךְ֙ מְאֹ֔ד וַחֲמָת֖וֹ בָּעֲרָ֥ה בֽוֹ׃
(9) In addition, Queen Vashti gave a banquet for women, in the royal palace of King Ahasuerus. (10) On the seventh day, when the king was merry with wine, he ordered Mehuman, Bizzetha, Harbona, Bigtha, Abagtha, Zethar, and Carcas, the seven eunuchs in attendance on King Ahasuerus, (11) to bring Queen Vashti before the king wearing a royal diadem, to display her beauty to the peoples and the officials; for she was a beautiful woman. (12) But Queen Vashti refused to come at the king’s command conveyed by the eunuchs. The king was greatly incensed, and his fury burned within him.

(שם, ט) גם ושתי המלכה עשתה משתה נשים בית המלכות בית הנשים מיבעי ליה אמר רבא שניהן לדבר עבירה נתכוונו היינו דאמרי אינשי איהו בקרי ואתתיה בבוציני

The verse states: “Also Vashti the queen made a feast for the women, in the royal house, which belonged to King Ahasuerus” (Esther 1:9). The Gemara questions why she held the feast in the royal house, a place of men, rather than in the women’s house, where it should have been. Rava said in response: The two of them had sinful intentions. Ahasuerus wished to fornicate with the women, and Vashti wished to fornicate with the men. This explains the folk saying that people say: He with pumpkins and his wife with zucchinis, indicating that often a man and his wife engage in similar actions.

(א) אַחַר֙ הַדְּבָרִ֣ים הָאֵ֔לֶּה כְּשֹׁ֕ךְ חֲמַ֖ת הַמֶּ֣לֶךְ אֲחַשְׁוֵר֑וֹשׁ זָכַ֤ר אֶת־וַשְׁתִּי֙ וְאֵ֣ת אֲשֶׁר־עָשָׂ֔תָה וְאֵ֥ת אֲשֶׁר־נִגְזַ֖ר עָלֶֽיהָ׃

(1) Some time afterward, when the anger of King Ahasuerus subsided, he thought of Vashti and what she had done and what had been decreed against her.
שבמדה שאדם מודד בה מודדין לו מלמד שהיתה ושתי הרשעה מביאה בנות ישראל ומפשיטן ערומות ועושה בהן מלאכה בשבת היינו דכתיב אחר הדברים האלה כשוך חמת המלך אחשורוש זכר את ושתי ואת אשר עשתה ואת אשר נגזר עליה כשם שעשתה כך נגזר עליה ותמאן המלכה ושתי מכדי פריצתא הואי דאמר מר שניהן לדבר עבירה נתכוונו מ"ט לא אתאי א"ר יוסי בר חנינא מלמד שפרחה בה צרעת במתניתא תנא [בא גבריאל ועשה לה זנב] ויקצף המלך מאד אמאי דלקה ביה כולי האי אמר רבא שלחה ליה בר אהורייריה דאבא אבא לקבל אלפא חמרא שתי ולא רוי וההוא גברא אשתטי בחמריה מיד וחמתו בערה בו ויאמר המלך לחכמים מאן חכמים רבנן יודעי העתים שיודעין לעבר שנים ולקבוע חדשים אמר להו דיינוה לי אמרו היכי נעביד נימא ליה קטלה למחר פסיק ליה חמריה ובעי לה מינן נימא ליה שבקה קא מזלזלה במלכותא אמרו לו מיום שחרב בית המקדש וגלינו מארצנו ניטלה עצה ממנו ואין אנו יודעין לדון דיני נפשות זיל לגבי עמון ומואב דיתבי בדוכתייהו כחמרא דיתיב על דורדייה

The Gemara comments: Vashti was punished in this humiliating way for it is with the measure that a man measures to others that he himself is measured. In other words, God punishes individuals in line with their transgressions, measure for measure. This teaches that the wicked Vashti would take the daughters of Israel, and strip them naked, and make them work on Shabbat. Therefore, it was decreed that she be brought before the king naked, on Shabbat. This is as it is written: “After these things, when the wrath of King Ahasuerus was appeased, he remembered Vashti, and what she had done, and what was decreed against her” (Esther 2:1). That is to say, just as she had done with the young Jewish women, so it was decreed upon her. The verse states: “But the queen Vashti refused to come” (Esther 1:12). The Gemara asks: Since she was immodest, as the Master said above: The two of them had sinful intentions, what is the reason that she did not come? Rabbi Yosei bar Ḥanina said: This teaches that she broke out in leprosy, and therefore she was embarrassed to expose herself publicly. An alternative reason for her embarrassment was taught in a baraita: The angel Gabriel came and fashioned her a tail. The verse continues: “Therefore the king was very wrathful, and his anger burned in him” (Esther 1:12). The Gemara asks: Why did his anger burn in him so greatly merely because she did not wish to come? Rava said: Vashti not only refused to come, but she also sent him a message by way of a messenger: You, son of my father’s stableman [ahuriyyarei]. Belshazzar, my father, drank wine against a thousand men and did not become inebriated, as the verse in Daniel (5:1) testifies about him: “Belshazzar the king made a great feast to a thousand of his lords, and drank wine before the thousand”; and that man, referring euphemistically to Ahasuerus himself, has become senseless from his wine. Due to her audacity, immediately “his anger burned in him” (Esther 1:12). The following verse states: “Then the king said to the wise men, who knew the times” (Esther 1:13). The Gemara asks: Who are these wise men? These wise men are the Sages of the Jewish people, who are referred to as those “who knew the times,” for they know how to intercalate years and fix the months of the Jewish calendar. Ahasuerus said to them: Judge her for me. The Sages said in their hearts: What should we do? If we say to him: Kill her, tomorrow he will become sober and then come and demand her from us. If we say to him: Let her be, she has scorned royalty, and that cannot be tolerated. Consequently, they decided not to judge the matter, and they said to him as follows: From the day that the Temple was destroyed and we have been exiled from our land, counsel and insight have been removed from us, and we do not know how to judge capital cases, as they are exceptionally difficult. Go to the people of Ammon and Moab, who have remained permanently settled in their places like wine that is settled on its lees, and so their minds are settled as well.

(ח) וַיֹּ֤אמֶר הָמָן֙ לַמֶּ֣לֶךְ אֲחַשְׁוֵר֔וֹשׁ יֶשְׁנ֣וֹ עַם־אֶחָ֗ד מְפֻזָּ֤ר וּמְפֹרָד֙ בֵּ֣ין הָֽעַמִּ֔ים בְּכֹ֖ל מְדִינ֣וֹת מַלְכוּתֶ֑ךָ וְדָתֵיהֶ֞ם שֹׁנ֣וֹת מִכָּל־עָ֗ם וְאֶת־דָּתֵ֤י הַמֶּ֙לֶךְ֙ אֵינָ֣ם עֹשִׂ֔ים וְלַמֶּ֥לֶךְ אֵין־שֹׁוֶ֖ה לְהַנִּיחָֽם׃ (ט) אִם־עַל־הַמֶּ֣לֶךְ ט֔וֹב יִכָּתֵ֖ב לְאַבְּדָ֑ם וַעֲשֶׂ֨רֶת אֲלָפִ֜ים כִּכַּר־כֶּ֗סֶף אֶשְׁקוֹל֙ עַל־יְדֵי֙ עֹשֵׂ֣י הַמְּלָאכָ֔ה לְהָבִ֖יא אֶל־גִּנְזֵ֥י הַמֶּֽלֶךְ׃ (י) וַיָּ֧סַר הַמֶּ֛לֶךְ אֶת־טַבַּעְתּ֖וֹ מֵעַ֣ל יָד֑וֹ וַֽיִּתְּנָ֗הּ לְהָמָ֧ן בֶּֽן־הַמְּדָ֛תָא הָאֲגָגִ֖י צֹרֵ֥ר הַיְּהוּדִֽים׃ (יא) וַיֹּ֤אמֶר הַמֶּ֙לֶךְ֙ לְהָמָ֔ן הַכֶּ֖סֶף נָת֣וּן לָ֑ךְ וְהָעָ֕ם לַעֲשׂ֥וֹת בּ֖וֹ כַּטּ֥וֹב בְּעֵינֶֽיךָ׃
(8) Haman then said to King Ahasuerus, “There is a certain people, scattered and dispersed among the other peoples in all the provinces of your realm, whose laws are different from those of any other people and who do not obey the king’s laws; and it is not in Your Majesty’s interest to tolerate them. (9) If it please Your Majesty, let an edict be drawn for their destruction, and I will pay ten thousand talents of silver to the stewards for deposit in the royal treasury.” (10) Thereupon the king removed his signet ring from his hand and gave it to Haman son of Hammedatha the Agagite, the foe of the Jews. (11) And the king said, “The money and the people are yours to do with as you see fit.”
משל דאחשורוש והמן למה הדבר דומה לשני בני אדם לאחד היה לו תל בתוך שדהו ולאחד היה לו חריץ בתוך שדהו בעל חריץ אמר מי יתן לי תל זה בדמים בעל התל אמר מי יתן לי חריץ זה בדמים לימים נזדווגו זה אצל זה אמר לו בעל חריץ לבעל התל מכור לי תילך אמר לו טול אותה בחנם והלואי
The actions of Ahasuerus and Haman can be understood with a parable; to what may they be compared? To two individuals, one of whom had a mound in the middle of his field and the other of whom had a ditch in the middle of his field, each one suffering from his own predicament. The owner of the ditch, noticing the other’s mound of dirt, said to himself: Who will give me this mound of dirt suitable for filling in my ditch; I would even be willing to pay for it with money, and the owner of the mound, noticing the other’s ditch, said to himself: Who will give me this ditch for money, so that I may use it to remove the mound of earth from my property? At a later point, one day, they happened to have met one another. The owner of the ditch said to the owner of the mound: Sell me your mound so I can fill in my ditch. The mound’s owner, anxious to rid himself of the excess dirt on his property, said to him: Take it for free; if only you had done so sooner. Similarly, Ahasuerus himself wanted to destroy the Jews. As he was delighted that Haman had similar aspirations and was willing to do the job for him, he demanded no money from him.
(יג) וַיֹּ֥אמֶר מָרְדֳּכַ֖י לְהָשִׁ֣יב אֶל־אֶסְתֵּ֑ר אַל־תְּדַמִּ֣י בְנַפְשֵׁ֔ךְ לְהִמָּלֵ֥ט בֵּית־הַמֶּ֖לֶךְ מִכָּל־הַיְּהוּדִֽים׃ (יד) כִּ֣י אִם־הַחֲרֵ֣שׁ תַּחֲרִישִׁי֮ בָּעֵ֣ת הַזֹּאת֒ רֶ֣וַח וְהַצָּלָ֞ה יַעֲמ֤וֹד לַיְּהוּדִים֙ מִמָּק֣וֹם אַחֵ֔ר וְאַ֥תְּ וּבֵית־אָבִ֖יךְ תֹּאבֵ֑דוּ וּמִ֣י יוֹדֵ֔עַ אִם־לְעֵ֣ת כָּזֹ֔את הִגַּ֖עַתְּ לַמַּלְכֽוּת׃
(13) Mordecai had this message delivered to Esther: “Do not imagine that you, of all the Jews, will escape with your life by being in the king’s palace. (14) On the contrary, if you keep silent in this crisis, relief and deliverance will come to the Jews from another quarter, while you and your father’s house will perish. And who knows, perhaps you have attained to royal position for just such a crisis.”

The Me'am Lo'ez, initiated by Rabbi Yaakov Culi in 1730, a widely studied commentary on the Tanakh in Ladino comments:

"Mordechai told Esther that God has many means at His disposal to save the Jews. God could send a foreign King to war with Ahasuerus and kill him. Thus, those living in the palace would be in the most imminent danger. He therefore warned her: deliverance will come to the Jews from some other place i.e. God will send a foreign King, and thus will the Jews be saved, while you and your father's house will perish because as Queen you will be murdered along with the King."

(יא) וַיִּקַּ֤ח הָמָן֙ אֶת־הַלְּב֣וּשׁ וְאֶת־הַסּ֔וּס וַיַּלְבֵּ֖שׁ אֶֽת־מָרְדֳּכָ֑י וַיַּרְכִּיבֵ֙הוּ֙ בִּרְח֣וֹב הָעִ֔יר וַיִּקְרָ֣א לְפָנָ֔יו כָּ֚כָה יֵעָשֶׂ֣ה לָאִ֔ישׁ אֲשֶׁ֥ר הַמֶּ֖לֶךְ חָפֵ֥ץ בִּיקָרֽוֹ׃
(11) So Haman took the garb and the horse and arrayed Mordecai and paraded him through the city square; and he proclaimed before him: This is what is done for the man whom the king desires to honor!
בתר דשקלינהו למזייה לבשינהו למאניה אמר ליה סק ורכב אמר ליה לא יכילנא דכחישא חילאי מימי תעניתא גחין וסליק כי סליק בעט ביה אמר ליה לא כתיב לכו (משלי כד, יז) בנפל אויבך אל תשמח אמר ליה הני מילי בישראל אבל בדידכו כתיב (דברים לג, כט) ואתה על במותימו תדרוך (אסתר ו, יא) ויקרא לפניו ככה יעשה לאיש אשר המלך חפץ ביקרו כי הוה נקיט ואזיל בשבילא דבי המן חזיתיה ברתיה דקיימא אאיגרא סברה האי דרכיב אבוה והאי דמסגי קמיה מרדכי שקלה עציצא דבית הכסא ושדיתיה ארישא דאבוה דלי עיניה וחזת דאבוה הוא נפלה מאיגרא לארעא ומתה
After Haman trimmed his hair, Haman dressed Mordecai in the royal garments. Haman then said to him: Mount the horse and ride. Mordecai said to him: I am unable, as my strength has waned from the days of fasting that I observed. Haman then stooped down before him and Mordecai ascended on him. As he was ascending the horse, Mordecai gave Haman a kick. Haman said to him: Is it not written for you: “Do not rejoice when your enemy falls” (Proverbs 24:17)? Mordecai said to him: This statement applies only to Jews, but with regard to you it is written: “And you shall tread upon their high places” (Deuteronomy 33:29). The verse states: “And he proclaimed before him: Thus shall it be done to the man whom the king delights to honor” (Esther 6:11). As Haman was taking Mordecai along the street of Haman’s house, Haman’s daughter was standing on the roof and saw the spectacle. She thought to herself that the one who is riding on the horse must be her father, and the one walking before him must be Mordecai. She then took a chamber pot full of feces and cast its contents onto the head of her father, whom she mistakenly took as Mordecai. When Haman raised his eyes in disgust afterward, and looked up at his daughter, she saw that he was her father. In her distress, she fell from the roof to the ground and died.
(כא) לְקַיֵּם֮ עֲלֵיהֶם֒ לִהְי֣וֹת עֹשִׂ֗ים אֵ֠ת י֣וֹם אַרְבָּעָ֤ה עָשָׂר֙ לְחֹ֣דֶשׁ אֲדָ֔ר וְאֵ֛ת יוֹם־חֲמִשָּׁ֥ה עָשָׂ֖ר בּ֑וֹ בְּכָל־שָׁנָ֖ה וְשָׁנָֽה׃ (כב) כַּיָּמִ֗ים אֲשֶׁר־נָ֨חוּ בָהֶ֤ם הַיְּהוּדִים֙ מֵא֣וֹיְבֵיהֶ֔ם וְהַחֹ֗דֶשׁ אֲשֶׁר֩ נֶהְפַּ֨ךְ לָהֶ֤ם מִיָּגוֹן֙ לְשִׂמְחָ֔ה וּמֵאֵ֖בֶל לְי֣וֹם ט֑וֹב לַעֲשׂ֣וֹת אוֹתָ֗ם יְמֵי֙ מִשְׁתֶּ֣ה וְשִׂמְחָ֔ה וּמִשְׁל֤וֹחַ מָנוֹת֙ אִ֣ישׁ לְרֵעֵ֔הוּ וּמַתָּנ֖וֹת לָֽאֶבְיוֹנִֽים׃
(21) charging them to observe the fourteenth and fifteenth days of Adar, every year— (22) the same days on which the Jews enjoyed relief from their foes and the same month which had been transformed for them from one of grief and mourning to one of festive joy. They were to observe them as days of feasting and merrymaking, and as an occasion for sending gifts to one another and presents to the poor.

Me'am Loez: The Celebration was not to commemorate the downfall of our enemies; It is written rejoice not at the downfall of your enemies (Proverbs 24:17) Rather, the celebration is in commemoration of the redemption and salvation of the Jews. This is the intent of 'Like the days on which the Jews gained relief'. For this reason the celebration is made - not on the day of victory - but on the day of 'relief'.
