וַיַּקְהֵ֣ל מֹשֶׁ֗ה אֶֽת־כׇּל־עֲדַ֛ת בְּנֵ֥י יִשְׂרָאֵ֖ל וַיֹּ֣אמֶר אֲלֵהֶ֑ם אֵ֚לֶּה הַדְּבָרִ֔ים אֲשֶׁר־צִוָּ֥ה יְהֹוָ֖ה לַעֲשֹׂ֥ת אֹתָֽם׃

Moses then convoked the whole Israelite community* and said to them:
These are the things that GOD has commanded you to do:

The same construal applies to this expression in verses 4 and 20 (NJPS “whole community of Israelites” and “whole community of the Israelites,” respectively.
