(6) Say, therefore, to the Israelite people: I am יהוה. I will free you from the labors of the Egyptians and deliver you from their bondage. I will redeem you with an outstretched arm and through extraordinary chastisements. (7) And I will take you to be My people, and I will be your God. And you shall know that I, יהוה, am your God who freed you from the labors of the Egyptians. (8) I will bring you into the land which I swore*swore Lit. “raised My hand.” to give to Abraham, Isaac, and Jacob, and I will give it to you for a possession, I יהוה.” (9) But when Moses told this to the Israelites, they would not listen to Moses, their spirits crushed by cruel bondage.
וידבר. ולא שמעו. ולא הטו אוזן לדבריו כי קצרה רוחם באורך הגלות ובעבודה קשה שהתחדשה עליהם:
AND MOSES SPOKE. Israel did not hearken nor pay attention to the words of Moses, as their spirit was impatient because of the length of their exile and the hard labor which was recently put upon them.
מקוצר רוח ומעבודה קשה לא בעבור שלא יאמינו בה' ובנביאו, רק שלא הטו אוזן לדבריו מקוצר רוח, כאדם שתקצר נפשו בעמלו, ולא ירצה לחיות רגע בצערו, מדעתו שירוח לו אחרי כן וקוצר הרוח הוא פחדם שלא יהרגם פרעה בחרב כאשר אמרו שוטריהם אל משה, ועבודה קשה, הוא הדוחק שהיו הנוגשים אצים בהם ולא יתנום לשמוע דבר ולחשוב בו:
BUT THEY HEARKENED NOT UNTO MOSES FOR IMPATIENCE OF SPIRIT, AND FOR CRUEL BONDAGE. It was not because they did not believe in G-d and in His prophet [that they hearkened not]. Rather, they paid no attention to his words because of impatience of spirit, as a person whose soul is grieved on account of his misery and who does not want to live another moment in his suffering even though he knows that he will be relieved later. The “impatience of spirit” was their fear that Pharaoh would put them to death, as their officers said to Moses, and the “cruel bondage” was the pressure, for the taskmasters pressed upon them and hurried them [in their daily task], which gave them no chance to hear anything and consider it.
מקצר רוח. כָּל מִי שֶׁהוּא מֵצֵר, רוּחוֹ וּנְשִׁימָתוֹ קְצָרָה, וְאֵינוֹ יָכוֹל לְהַאֲרִיךְ בִּנְשִׁימָתוֹ: קָרוֹב לְעִנְיָן זֶה שָׁמַעְתִּי בְּפָרָשָׁה זוֹ מֵרַבִּי בָּרוּךְ בְּרַבִּי אֱלִיעֶזֶר, וְהֵבִיא לִי רְאָיָה מִמִּקְרָא זֶה, "בַּפַּעַם הַזֹּאת אוֹדִיעֵם אֶת יָדִי וְאֶת גְּבוּרָתִי וְיָדְעוּ כִּי שְׁמִי ה'" (ירמיהו ט"ז) – לָמַדְנוּ כְּשֶׁהַקָּבָּ"ה מְאַמֵּן אֶת דְּבָרָיו אֲפִלּוּ לְפֻרְעָנוּת מוֹדִיעַ שֶׁשְּׁמוֹ ה', וְכָל שֶׁכֵּן הַאֲמָנָה לְטוֹבָה. וְרַבּוֹתֵינוּ דְרָשׁוּהוּ לְעִנְיָן שֶׁל מַעְלָה, שֶׁאָמַר מֹשֶׁה לָמָה הֲרֵעֹתָה, אָמַר לוֹ הַקָּבָּ"ה "חֲבַל עַל דְּאָבְדִין וְלָא מִשְׁתַּכְּחִין" – יֵשׁ לִי לְהִתְאוֹנֵן עַל מִיתַת הָאָבוֹת, הַרְבֵּה פְּעָמִים נִגְלֵיתִי אֲלֵיהֶם בְּאֵל שַׁדַּי וְלֹא אָמְרוּ לִי מַה שִּׁמְךָ, וְאַתָּה אָמַרְתָּ מַה שְּׁמוֹ, מָה אֹמַר אֲלֵיהֶם:
מקצר רוח THROUGH ANGUISH (lit. shortness) OF SPIRIT — If one is in anguish his breath comes in short gasps and he cannot draw long breaths. In a somewhat similar manner to this I heard this section expounded by Rabbi Baruch the son of Rabbi Eliezer, and he cited the following verse to me in proof of his explanation: (Jeremiah 16:21) “This once will I cause them to know My hand and My might, and they shall know that My Name is the Lord”. Rabbi Baruch said: we may learn from this text that when the Holy One, blessed be He, fulfils His words, even when it is a matter of punishment, He makes it known that His Name is the Lord; and, of course, this is all the more so, when He fulfils His words in a matter of bestowing reward. — Our Rabbis explained it (this section) as having reference to what precedes it — that Moses said (5:22): “Wherefore hast thou done so evil [to this people]”. Whereupon God said to him, “Alas, for those that are gone (i. e. the patriarchs) and are no more to be found! I really have reason to deplore the death of the patriarchs. Many a time did I reveal Myself to them by the name ‘God Almighty’, and not once did they ask Me, What is Thy Name? (i. e. what is the name that describes Thy true essence); but thou hast at once said (Exodus 3:13) “[If they ask] ‘what is His name’, what shall I say unto them?!” (Exodus Rabbah 6:4; Sanhedrin 111a).

Rabbi Binyamin Lau explains Rashi: “This is like a person who is experiencing an asthma attack, and seeks immediate relief. As he reaches for his inhaler, someone tells them about an experimental new drug which might be available someday. The patient’s reaction is likely to be – I’m choking here, and you’re talking to me about something long term in the future? Likewise, the rulers of Egypt were pressuring the Children of Israel, leaving them breathless, unable to hear anything”. The greatness of the patriarchs, according to this view, was their willingness to maintain trust in divine promise even when reality contravened those very promises. Avraham, Yitzchak, and Yaacov not only died before redemption could come; their life experiences often undermined, quite directly, the very possibility that redemption would come. Forget the big promise of vast land inheritance, for example. The tiny needs of the moment--to bury a loved one, drink some water, or pitch a tent--seemed impossible. Yet even still, they refrained from criticism or doubt. They remained steadfast in their trust in the promising God, even as He failed to fulfill.
Moshe, true to form, balks at this patiently pious approach. He refuses to take the long view, criticizing God for exacerbating the Israelites' pain and demanding that the divine word be fulfilled immediately. He raises questions about God's name from the outset and challenges God's seemingly counterproductive actions as the story unfolds. El Shaddai, the God who promises but does not discernibly deliver, just won't do for him. Adonai, the God of action, must now show His face.
According to the gemara, Moshe is punished for his chutzpah, but note that his needs are nevertheless met. Though God mourns for those "who are unfortunately gone and no more to be found," He also concedes that a new face of God is decidedly necessary for this new generation. The time to fulfill promises has indeed come. It seems that sometimes it is impatience and a certain kind of impiety that actually reveal important, urgently needed, eminently truthful faces of God in the world.
