(ח) וּלְלֵוִ֣י אָמַ֔ר תֻּמֶּ֥יךָ וְאוּרֶ֖יךָ לְאִ֣ישׁ חֲסִידֶ֑ךָ אֲשֶׁ֤ר נִסִּיתוֹ֙ בְּמַסָּ֔ה תְּרִיבֵ֖הוּ עַל־מֵ֥י מְרִיבָֽה׃ (ט) הָאֹמֵ֞ר לְאָבִ֤יו וּלְאִמּוֹ֙ לֹ֣א רְאִיתִ֔יו וְאֶת־אֶחָיו֙ לֹ֣א הִכִּ֔יר וְאֶת־בנו [בָּנָ֖יו] לֹ֣א יָדָ֑ע כִּ֤י שָֽׁמְרוּ֙ אִמְרָתֶ֔ךָ וּבְרִֽיתְךָ֖ יִנְצֹֽרוּ׃ (י) יוֹר֤וּ מִשְׁפָּטֶ֙יךָ֙ לְיַעֲקֹ֔ב וְתוֹרָתְךָ֖ לְיִשְׂרָאֵ֑ל יָשִׂ֤ימוּ קְטוֹרָה֙ בְּאַפֶּ֔ךָ וְכָלִ֖יל עַֽל־מִזְבְּחֶֽךָ׃ (יא) בָּרֵ֤ךְ יְהוָה֙ חֵיל֔וֹ וּפֹ֥עַל יָדָ֖יו תִּרְצֶ֑ה מְחַ֨ץ מָתְנַ֧יִם קָמָ֛יו וּמְשַׂנְאָ֖יו מִן־יְקוּמֽוּן׃ (ס) (יב) לְבִנְיָמִ֣ן אָמַ֔ר יְדִ֣יד יְהֹוָ֔ה יִשְׁכֹּ֥ן לָבֶ֖טַח עָלָ֑יו חֹפֵ֤ף עָלָיו֙ כָּל־הַיּ֔וֹם וּבֵ֥ין כְּתֵיפָ֖יו שָׁכֵֽן׃ (ס)
(8) And of Levi he said: Let Your Thummim and Urim Be with Your faithful one, Whom You tested at Massah, Challenged at the waters of Meribah; (9) Who said of his father and mother, “I consider them not.” His brothers he disregarded, Ignored his own children. Your precepts alone they observed, And kept Your covenant. (10) They shall teach Your laws to Jacob And Your instructions to Israel. They shall offer You incense to savor And whole-offerings on Your altar. (11) Bless, O LORD, his substance, And favor his undertakings. Smite the loins of his foes; Let his enemies rise no more. (12) Of Benjamin he said: Beloved of the LORD, He rests securely beside Him; Ever does He protect him, As he rests between His shoulders.
וללוי אמר. וְעַל לֵוִי אָמַר:
וללוי אמר means AND OF LEVI HE SAID (not to Levi).
תמיך ואוריך. כְּלַפֵּי שְׁכִינָה הוּא מְדַבֵּר:
תמיך ואוריך THY THUMMIM AND URIM — He is addressing God (not Levi).
וללוי אמר. בעבור לוי אמר לשם כמו אמרי לי אחי הוא:
Of Levi [literally: to Levi] he said He said to God , concerning Levi. Compare, “Say concerning me, ‘He is my brother’” [Genesis 20: 13].
וללוי אמר על לוי אמר לשון רש"י (ס"א ר"א וכן) דעת המפרשים והוא כלשון אמרי לי אחי הוא (בראשית ב יג) וישאלו אנשי המקום לאשתו (שם כו ז) והרבה כן ולפי דעתי כי בעבור שהזכיר משה בברכתו שם ראובן ויהודה יחי ראובן קול יהודה ולא יזכיר שם שאר השבטים בברכתם יזכיר הכתוב וללוי אמר לבנימין אמר יגיד כי השבטים לפניו ויקרא ללוי וישים עיניו עליו ויאמר תומיך ואוריך וכן בכל שבט ושבט פנים בפנים יברך אותם:
'And to Levi he said - meaning "concerning Levi" and this is Rashi's language and it is in line with "say about me that he is my brother" or "and the men of that place asked concerning his wife" and many other places. And my opinion is that because Moshe mentioned the names of Reuven and Yehudah in the blessing itself "My Reuven live" and "the voice of Yehudah" there is a need for scripture to mention "and he said concerning Levi" and "he said concerning Binyanim." This tells us that the tribes were before him and he called to Levi, looked upon them, and then said "your urim and tumim...." and so to for each and every tribe. He blessed them face to face.
