אין אומרים אב הרחמים בשבת שחל בו יום שאין אומרים בו תחנון בחול. ולא בשבת של ארבע פרשיות. ולא בשבת שמברכין החודש מלבד כשמברכין חודש אייר סיון ואב אומרים אפי' כשיש ברית מילה או חתן: According to Shaar Ephraim, this prayer was composed during the persecutions of 1075 and 1095 when thousands of Jews were killed in sanctification of God's Name. אַב הָרַחֲמִים is said every Shabbos except: when the new moon is blessed, on Rosh Chodesh, on Yom Tov, on Chanukah or Purim, when there is a bridegroom, or when one whose son is to be circumcised on that day is present in the congrega- tion. Between Pesach and Shavuous, אַב הָרַחֲמִים is said in many congregations even on the Shabossos when the new month is blessed.
אָב הָרַחֲמִים שׁוֹכֵן מְרוֹמִים. בְּרַחֲמָיו הָעֲצוּמִים הוּא יִפְקוֹד בְּרַחֲמִים הַחֲסִידִים וְהַיְשָׁרִים וְהַתְּמִימִים. קְהִלּוֹת הַקֹּדֶשׁ שֶׁמָּסְרוּ נַפְשָׁם עַל קְדֻשַּׁת הַשֵּׁם. הַנֶּאֱהָבִים וְהַנְּעִימִים בְּחַיֵּיהֶם וּבְמוֹתָם לֹא נִפְרָדוּ. מִנְּשָׁרִים קַלּוּ וּמֵאֲרָיוֹת גָּבֵרוּ לַעֲשׂוֹת רְצוֹן קוֹנָם וְחֵפֶץ צוּרָם. יִזְכְּרֵם אֱלֹהֵינוּ לְטוֹבָה עִם שְׁאָר צַדִּיקֵי עוֹלָם. וְיִנְקוֹם לְעֵינֵינוּ נִקְמַת דַּם עֲבָדָיו הַשָּׁפוּךְ. כַּכָּתוּב בְּתוֹרַת משֶׁה אִישׁ הָאֱלֹהִים. הַרְנִינוּ גוֹיִם עַמּוֹ כִּי דַם עֲבָדָיו יִקּוֹם וְנָקָם יָשִׁיב לְצָרָיו וְכִפֶּר אַדְמָתוֹ עַמּוֹ: וְעַל יְדֵי עֲבָדֶיךָ הַנְּבִיאִים כָּתוּב לֵאמֹר. וְנִקֵּיתִי דָּמָם לֹא נִקֵּיתִי וַיהֹוָה שֹׁכֵן בְּצִיּוֹן: וּבְכִתְבֵי הַקֹּדֶשׁ נֶאֱמַר לָמָּה יֹאמְרוּ הַגּוֹיִם אַיֵּה אֱלֹהֵיהֶם. יִוָּדַע בַּגּוֹיִם לְעֵינֵינוּ נִקְמַת דַּם עֲבָדֶיךָ הַשָּׁפוּךְ: וְאוֹמֵר, כִּי דוֹרֵשׁ דָּמִים אוֹתָם זָכָר לֹא שָׁכַח צַעֲקַת עֲנָוִים: וְאוֹמֵר, יָדִין בַּגּוֹיִם מָלֵא גְוִיּוֹת מָחַץ רֹאשׁ עַל אֶרֶץ רַבָּה. מִנַּחַל בַּדֶּרֶךְ יִשְׁתֶּה עַל כֵּן יָרִים רֹאשׁ: Father of compassion, Who dwells on high, in His profound mercy, He will be compassionately mindful of the pious, the upright, and the blameless ones; the holy communities who gave their lives for the sanctification of the Divine Name. They were beloved and pleasant in their lifetime, and in their death are not parted [from Him].202 Samuel 1:23. They were swifter than eagles and stronger than lions to do the will of their Possessor and the desire of their Rock. Our God will recall them favorably together with the other righteous of all time. And will avenge the blood of His servants that has been shed. As it is written in the Torah of Moses, the man of God, “Sing [you] nations, [the praise] of His people, for the blood of His servants will He avenge, and vengeance will He repay to His foes; and His land will be atoned [with the atonement] of His people.”21Deuteronomy 32:43, see Rashi. And by the hands of Your servants, the Prophets, it is written saying: “I will cleanse them22God will forgive the nations for their wrongdoings but He will not forgive them for shedding Jewish blood. [but] for their blood,23Their blood refers to Jewish blood. I will not cleanse them, and Adonoy [still] dwells in Zion.”24Joel 4:21. And in the Holy Writings, it is said, “Why should the nations say, ‘Where is their God?' Let it be known among the nations, before our eyes,25Before our eyes i.e. in our lifetime. the avenging of the blood of Your servants that has been shed.”26Psalms 79:10. And it says, “For He Who is concerned for the blood[shed], He is mindful of them, He has not forgotten the cry of the humble.”27Psalms 9:13. And it says: “He will judge the nations [the battlefield will be] filled with [their] corpses. He will crush heads on the earth many times. From the brook by the wayside will He drink;28God will be satisfied with the vengeance He will wreak upon the nations, as one is satisfied when he drinks from a brook at the wayside.—Metsudas Dovid therefore [Israel] will hold its head high.29Psalms 11:6, 7. When God takes His vengeance, Israel will be vindicated and hold its head high with pride.

Fortunate is the people whose lot is thus; fortunate is the people for whom Adonoy is their God. A praise by David! I will exalt You, my God, the King, and bless Your Name forever and ever. Every day I will bless You and extol Your Name forever and ever. Adonoy is great and highly extolled, and His greatness is unfathomable. One generation to another will praise Your works and Your mighty acts they will declare. The splendor of Your glorious majesty, and the words of Your wonders I will speak. Of Your awesome might, they will speak and Your greatness I will recount. Mention of Your bountifulness they will express, and in Your righteousness joyfully exult. Adonoy is gracious and compassionate, slow to anger and great in kindliness. Adonoy is good to all, His mercy encompasses all His works. All Your works will thank You, Adonoy, and Your pious ones will bless You. Of the honor of Your kingship, they will speak and Your might they will declare. To reveal to men His mighty acts, and the glorious splendor of His kingship. Your kingship is the kingship for all times, and Your dominion is in every generation. Adonoy supports all the fallen, and straightens all the bent. The eyes of all look expectantly to You, and You give them their food at its proper time. You open Your hand and satisfy the desire of every living being. Adonoy is just in all His ways, and benevolent in all His deeds. Adonoy is near to all who call upon Him, to all who call upon Him in truth. The will of those who fear Him He fulfills; He hears their cry and delivers them. Adonoy watches over all those who love Him, and will destroy all the wicked. Praise of Adonoy, my mouth will declare, and all flesh will bless His holy Name forever and ever. And we will bless God from now on forever. Praise God.
כשמחזירין הספר תורה להיכל אומרים זה: The Chazzan takes the Torah and says:
חזן: יְהַלְלוּ אֶת שֵׁם יְהֹוָה כִּי נִשְׂגָּב שְׁמוֹ לְבַדּוֹ: They will praise the Name of Adonoy for His Name alone is exalted.
קהל: הוֹדוֹ עַל אֶרֶץ וְשָׁמָיִם: וַיָּרֶם קֶרֶן לְעַמּוֹ תְּהִלָּה לְכָל חֲסִידָיו לִבְנֵי יִשְׂרָאֵל עַם קְרֹבוֹ הַלְלוּיָהּ: The congregation then says: His majesty is over the earth and the skies. He will raise the might of His people, [which is] praise for all His pious ones, for the Children of Israel, the people near to Him. Praise God.
בשבת: On Shabbos say:

Adonoy's voice is upon the waters. Almighty of glory thunders, Adonoy is upon [the] many waters. The voice of Adonoy is in power, the voice of Adonoy is in beauty. The voice of Adonoy breaks cedars, Adonoy shatters the cedars of Lebanon. He makes them leap like a calf, Lebanon and Sirion like unicorns. The voice of Adonoy hews out flames of fire. The voice of Adonoy makes the desert tremble, Adonoy makes the desert of Kadesh tremble. The voice of Adonoy causes hinds to calve, and strips the forests bare; and in His Sanctuary all proclaim [His] glory. Adonoy sat enthroned (even) at the flood, Adonoy is enthroned as King forever. Adonoy will give strength to His people; Adonoy will bless His people with peace.

וּבְנֻחֹה יֹאמַר. שׁוּבָה יְהֹוָה רִבְבוֹת אַלְפֵי יִשְׂרָאֵל: קוּמָה יְהֹוָה לִמְנוּחָתֶךָ. אַתָּה וַאֲרוֹן עֻזֶּךָ: כֹּהֲנֶיךָ יִלְבְּשׁוּ צֶדֶק. וַחֲסִידֶיךָ יְרַנֵּנוּ: בַּעֲבוּר דָּוִד עַבְדֶּךָ אַל תָּשֵׁב פְּנֵי מְשִׁיחֶךָ: כִּי לֶקַח טוֹב נָתַתִּי לָכֶם. תּוֹרָתִי אַל תַּעֲזֹבוּ: עֵץ חַיִּים הִיא לַמַּחֲזִיקִים בָּהּ. וְתֹמְכֶיהָ מְאֻשָּׁר: דְּרָכֶיהָ דַרְכֵי נֹעַם וְכָל נְתִיבֹתֶיהָ שָׁלוֹם: הֲשִׁיבֵנוּ יְהֹוָה אֵלֶיךָ וְנָשׁוּבָה. חַדֵּשׁ יָמֵינוּ כְּקֶדֶם: And when it rested, he would say: Return, Adonoy, to the myriads and thousands of Israel. For the sake of David, Your servant, do not reject Your anointed. For I have given you good instruction, do not forsake My Torah. It is a tree of life to those who grasp it, and those who support it are fortunate. Its ways are ways of pleasantness and all its paths are peace. Cause us to return to You, Adonoy, and we shall return; renew our days as of old.
חצי קדיש: The Chazzan recites the Half-Kaddish:
יִתְגַּדַּל וְיִתְקַדַּשׁ שְׁמֵהּ רַבָּא. בְּעָלְמָא דִּי בְרָא כִרְעוּתֵהּ וְיַמְלִיךְ מַלְכוּתֵה, וְיַצְמַח פֻּרְקָנֵה, וִיקָרֵב מְשִׁיחֵהּ. בְּחַיֵּיכוֹן וּבְיוֹמֵיכוֹן וּבְחַיֵּי דְכָל בֵּית יִשְׂרָאֵל, בַּעֲגָלָא וּבִזְמַן קָרִיב, וְאִמְרוּ אָמֵן. Exalted and sanctified be His great Name in the world which He created according to His will, and may He rule His kingdom bring forth His redemption and hasten the coming of His Mashiach. in your lifetime and in your days, and in the lifetime of the entire House of Israel, speedily and in the near future— and say Amein.

Blessed and praised, glorified, and exalted and uplifted, honored and elevated and extolled be the Name of the Holy One, blessed is He; above (Shabbos Shuva: far above) all the blessings and hymns, praises and consolations which we utter in the world—and say Amein.
