One who curses himself or another employing any of these names or appellations of God violates a prohibition. If one says: The Lord God shall strike you (see Deuteronomy 28:22), and likewise if one says: God shall strike you if you do not come to testify, that is a curse that is written in the Torah, and in such a case one is certainly liable if he fails to testify.

A person is not punished by lashing unless he is given a warning in the presence of two witnesses as applies with regard to the transgression of any other negative commandment. If, however, a warning was not issued, a curse was uttered without mentioned God's name or a descriptive term, e.g., he said merely: "Cursed be so-and-so," the curse was uttered indirectly, e.g., he said: "May so-and-so not be blessed unto God," or "May God not bless so-and-so," or the like, he is not lashed. Even though he is not lashed, a person who curses a Torah scholar is placed under a ban of ostracism…

Mishneh Torah, The Sanhedrin and the Penalties within Their Jurisdiction 26:4-6

You shall not revile God, nor put a curse upon a chieftain among your people.

And it is practiced in every place and at all times by males and females. And one who transgresses this and volitionally curses an Israelite with a name or an appellation [of God] — and there are witnesses and a warning — is lashed. As this is one of three negative commandments (Temurah 3a) for which we administer lashes, even though there is no act [involved] with them and lashes are not stated explicitly about them in the Torah. And the other two are one who makes an oath and one who exchanges, as is explained in the Gemara Sanhedrin.
